New strategy improves service delivery

September 6, 2005

By Sibusiso Mboto

THE KwaZulu-Natal Public Works Department's turnaround strategy to improve service delivery is starting to bear fruit, says MEC Blessed Gwala.

MEC Gwala announced the plan aptly called Operation Shona Phansi in May. The strategy is set to ensure that senior management interacts with staff at all levels to find ways of eliminating bottlenecks in service delivery.

Departmental spokesperson Bongani Ngubane told BuaNews during the plan's development, it emerged that while the department had good policies; these were not filtering through to all levels of management in the department.

For this reason, senior management undertook to interact with all officials, after which challenges and problems at lower level were identified and addressed, said Ngubane.

As part of the plan, targets and deadlines were set. One of the weaknesses identified was lack of monitoring and remedial action on projects launched by the department.

This, however, is starting to change since the operation came into being, as more workshops are being organised by senior management in this regard.

"While this programme is still in its infancy we believe that it is the remedy that was required for levels of service delivery to improve," added the spokesperson.
