Gauteng finance MEC Paul Mashatile is working on a development framework that will combine the plans of all 15 municipalities to co-ordinate investment and growth in the province, Business Day reported today.
The plan is in line with the broader proposal of turning the province into a globally competitive city region, a vision championed by Gauteng premier Mbhazima Shilowa since 2004.
The city-region concept will see municipalities keep their autonomy, but — in recognition of Gauteng’s unique character as an economic hub and an urban province with a high degree of contact with its regions and neighbouring provinces — councils will work more closely on issues of common interest, such as economic development, transport and planning.
Speaking at a meeting in Johannesburg attended by mayors, non-governmental organisations, labour groups and business, on Thursday 10 August, Shilowa is reported as saying, “the framework looks at areas in Gauteng which have development potential, such as Ekurhuleni, which is seen as the manufacturing hub; Tshwane, the seat of government and motoring; and Johannesburg as an information, communication and technology hub.”
