City of Tshwane maps out road ahead

The executive mayor of the City of Tshwane Gwen Ramokgopa recently unveiled the third-quarter report which details some major successes achieved by the metro and the challenges it faces in future.

"As we have promised in our commitment to service delivery, we have invited some of the residents who will be receiving the title deeds of their houses. We take this matter of issuing title deeds very seriously because it contributes to respect for human rights and the value of freedom," Ramokgopa said.

The report, which summarises the city's progress for the period between July 2006 to March 2007, was delivered against a backdrop of some important events that took place in the metro in that period.

These events included the State of the City Address, which was debated on 29 March 2007 in the Council; the launch of the Progressive Women's Movement in Gauteng; the handover of the remains of the "Mamelodi Four" to Freedom Park in March this year; and the Solomon Kalusha Mahlangu commemoration.

The report is evaluated against the five strategic objectives for the City of Tshwane, the key performance areas, key performance indicators and targets as contained in the Five-year City Scorecard. These include the following:

  • To provide quality basic services and develop infrastructure
  • To accelerate improved and shared economic growth and development
  • To fight poverty and build clean, healthy, safe and sustainable communities
  • To foster participatory democracy and the Batho Pele principles through caring, accessible and accountable service
  • To ensure good governance, financial viability and optimal institutional transformation

    Ramokgopa said that the City of Tshwane continues to make progress, but there are still challenges.

    "On 29 March 2007, we issued over 1 500 title deeds to residents in Ga-Rankuwa extension 23. This area enjoys full services such as tarred roads, street trees, parks, public lighting and quality stormwater drainage. The project was funded by both the North West province and the City of Tshwane to the tune of R120 million. On 31 March, we completed the electrification project in Winterveld," Ramokgopa said.

    The municipality also launched a mixed-income housing development in Olievenhoutbosch on 30 March 2007. This project is a joint initiative of the City of Tshwane, the national department of housing and Absa bank.

    "This shows that it is possible to deliver quality houses for various income groups without affecting the value of the properties concerned," she said. "We have reviewed our supply-chain management processes to improve the turn-around time in service delivery."

    The city has also approved the micro-structure of Alternative Service Delivery (ASD) up to level five.

    "The ASD model hopes to achieve organisational efficiencies and ensure that we bring services closer to the people. The micro-structure has been finalised up to level five and we plan to finalise the entire organisational structure by the end of May 2007. As indicated earlier in the year, we will be finalising appointments of senior staff by the end of June this year," Ramokgopa said.

    The City of Tshwane, as one of the ten host cities for the 2010 FIFA World Cup, has started work in earnest. All mechanisms that are needed to ensure the successful hosting of the tournament have been established.
