operations and management of township nodal developments: Khayelitsha Business District (KBD) operations-thumb

The Khayelitsha Business District (KBD) development is one of the first cases of its kind in South Africa. It is unique in that the Khayelitsha Community Trust (KCT), with its various subsidiary companies, is the major equity holder on behalf of the community of Khayelitsha. KCT and its subsidiaries are playing an increasing role in developing the precinct and in its operations and management.

This case study focuses on operations and management in the KBD and provides a valuable opportunity to learn about operations and management in township nodal developments.

partners for development: Bakubung-Ba-Ratheo and Wesizwe Platinum
partnership-thumbThe Bakubung-Ba-Ratheo and Wesizwe Platinum case study is about a unique partnership. It is the first time in South Africa that a mining company initiated a partnership with a community based on the community owning shares in the company. This complex partnership is still evolving as the partners grapple with the challenges of balancing commercial pro-profit interests with the long-term interests of the community.

This case study focuses on the partnership process so far, its key achievements and challenges. It provides a valuable opportunity to learn about how mining companies can work in new and more sustainable ways with local communities.

RETAIL centres and township development
RETAIl centres and township developmentThis case study provides an overview of township retail centre development in South Africa. In the last ten years there has been an increase in the development of retail centres in township areas. Retail centres may have positive as well as negative implications for local development, and there is some debate about the extent to which retail-led development is appropriate for township areas.

The case study highlights some of the impacts of retail centres on consumers and local businesses. It suggests some strategies to minimise the potential negative impacts of retail centres and maximise their benefits. It provides a valuable learning opportunity for municipal officials who are considering retail-led development strategies for their areas.

PARTNERSHIP MODELS FOR ACCOUNTABILITY AND MONITORING IN MUNICIPAL PROGRAMMES accountaibility-thumb

This booklet focuses on government accountability in Africa, and specifically on social accountability – civil society finding ways and taking steps to hold politicians and officials accountable for planning, for budgets, for expenditure and for delivery. It also emphasises the value of meaningful involvement of citizens in planning and monitoring. A wide range of approaches and tools exist, some of which are examined in this booklet, including the lessons learned from implementation.

A strong theme in the booklet is that it is better to be proactively accountable and to practice open democracy than face protests and civil disobedience. The booklet uses examples from a number of African countries, including South Africa, as opportunities for township and local government practitioners to gain new ideas and learn about what can be done and how.

TOWNSHIP REGENERATION IN SMALL TOWNS

There is renewed national discussion about the ways in which municipalities can promote and facilitate small town development. These include integrating the regeneration of previously marginalised township areas with broader development plans for small towns.

This case study reflects some approaches to township regeneration in a small town context. It aims to highlight experiences from which other practitioners may learn. It forms part of a series of case studies for the TTRI.

CREATING AND CAPTURING VALUE AROUND TRANSPORT NODES

accountaibility-thumbThis booklet focuses on value capture from transport interchanges. At transport interchanges, the demand for land, and therefore the value of land, is heightened and additional value is created. Opportunities for capturing that value for the purposes of development in the area are thus often maximised at transport interchanges and should be explored and understood.

This booklet is illustrated with cases from three transport interchanges, namely Mooki Street Bus Rapid Transit station in Soweto (bus transport), the Pretoria-Witwatersrand- Vereeniging 9 highway near Diepsloot in Johannesburg (road transport), and the Chris Hani Railway Station in Khayelitsha (rail). It provides an opportunity to learn about how value at these sites was created by the transport interchanges, and what instruments have been proposed to capture that value for public good.

THE DEVELOPMENT OF FORMAL SHOPPING MALLS IN TOWNSHIP AREAS

accountaibility-thumbThe report is based on research undertaken by Demacon Market Studies on behalf of Urban LandMark to determine the nature and impact of shopping mall developments in South Africa’s township areas, and explore ways in which the positive impact of these centres can be maximised and the negative impacts minimised.

The aim of the study was to assist in the development of effective leverage mechanisms to improve the role of commercial markets in townships, and help developers and investors to refine their approaches to servicing consumer demands in these areas. More broadly, through an improved understanding of the retail dynamics of the townships, the report aims to assist township development practitioners to formulate appropriate solutions to the challenges that face townships in terms of regeneration and development, and residents in terms of access to economic opportunity.

State of the city finances Report
The SACN released the State of the Cities Report 2011, written under the broad theme of resilient cities. This reflected that cities, while under pressures from economic and social challenges, continued to serve as the backbone of South Africa’s development. The idea of resilience is likewise aptly reflective of the financial fortunes of South Africa municipalities in this report.

Midterm Review
Midway through the period, we commissioned Veda Associates to review and evaluate performance in implementing the plan. This was done to:

  1. provide an objective analysis of successes and weaknesses; and
  2. inform operational and programmatic activities to strengthen performance during the remaining implementation period.

Good Practice Guide for State of the Cities Reporting: 2010/2011
State of Cities reports are a growing way of focusing attention on urban issues. The purpose of most State of Cities reports is summed up well in the purpose of the planned State of Commonwealth Cities Report, which is intended to “assess the opportunities and threats of urban growth in relation to poverty alleviation, sustainable and people-centred development and reducing disparities in living conditions”.
