CITY DEVELOPMENT STRATEGY (CDS)


The SACN has adopted this programme and operating framework to reflect the centrality of the City Development Strategy (CDS) as an important part of any city's global competitiveness and development.

However, CDS alone cannot move a city towards achieving development. It is important for cities to invest resources in attempting to become well governed, inclusive of all its communities, sustainable and productive.

The four quadrants surrounding CDS impact differently on each other, depending on the amount of investment effort applied to each of them by respective cities.

The objective of the CDS is to ensure an integrated approach to city development strategies for South African cities.
