This handbook is designed to support municipalities in developing and strengthening their HIV/AIDS responses. Developed in partnership with AMICAALL, Cities Alliance, UNDP, and UN-HABITAT. Includes tools and case studies.

SACN STUDY
South African Cities and HIV/AIDS
South African Cities and HIV/AIDS: Challenges and Responses is the result of a study commissioned by SACN on responses to HIV/AIDS by South African metropolitan municipalities. The publication contains information on the current initiatives taken by municipalities.
The purpose of the report is to encourage local authorities to develop multi-sectoral HIV/AIDS mitigation strategies based on the experience of their peers. This includes national and international good practice models, and initiatives and interventions aimed at preventing HIV/AIDS.

Mainstreaming programme business plan (2004-06)
This business plan is linked directly to the SACN’s overall business plan. It falls within the central CDS core theme of the SACN’s work, and relates to all four sector themes. The programme business plan specifically sets out activities in more detail, relating to the thirty month period from January 2004 to July 2006.
WORKSHOP
SA cities and their role in combating HIV/Aids
A City HIV/Aids Practioners' Workshop was held in Pietermaritzburg on 26 October 2003. Presentations were made by SACN, SALGA, SA Business Coalition on HIV/Aids (SABCOHA), Msunduzi Municipality on its Wards Aid Project and Mayibuye one-stop centre.
CITY STRATEGY
Broad strategies in place
Most municipalities have a broader City Strategy for HIV/AIDS in place, including the establishment of multi-stakeholder AIDS councils, although many cities have only recently begun the process of implementation

A workshop was held at the Johannesburg International Holiday Inn to discuss the impact of HIV/AIDS on Municipal Human Resources Strategies.

HIV/AIDS and urban poverty in South Africa
The purpose of this paper is to explore HIV/AIDS as an urban development concern, with a particular focus on the link between HIV/AIDS and urban poverty. The next section looks at the concentration and manifestation of HIV/AIDS in urban areas. It examines why HIV/AIDS is concentrated in urban areas and which social groups are most vulnerable to HIV infection.
