The eThekwini Municipality is committed to improving peoples quality of life
and has been undertaking research since 1998 in order to understand what
a good quality life means to the residents of the Durban Metropolitan Area.
Indicators can potentially play a valuable role in urban management as tools to inform and to link various strategic initiatives, such as the IDP, budget and performance management.
The focus of the workshop was the use of urban indicators to measure city development and performance and included presentations by Dr Joe Flood, the former director of UN-Habitat's Urban Indicator Programme.

Legislation such as The Batho Pele White Paper of 1997, The White Paper on Local Government of 1998, The Municipal Structures Act and the Municipal Systems Act of 2000 and Performance Management Regulations are covered.
One of the areas of focus of the Cities Network is an Urban Indicators project, which the City of Cape Town (CCT) has been asked to host. To ensure broad agreement around the objectives as well as the role and modus operandi of the project, the Strategic Information Directorate of the City of Cape Town convened an initial workshop of relevant stakeholders on 11 June 2002
