Property Rates Bill
The National Assembly yesterday passed the Property Rates Bill, which is set to regulate the power of municipalities to impose rates on properties. Minister for Provincial and Local Government Sydney Mufamadi described the legislation as an instrument to assist municipalities with their local economic development.

Manuel finalises municipal bonds
Finance Minister Trevor Manuel announced during his Budget speech on Wednesday that a programme for the phased implementation of the Municipal Finance Management Act, allowing municipalities to issue municipal bonds, will shortly be issued. The Act comes into effect in July this year.

Mbeki appoints municipal demarcation board
President Thabo Mbeki has appointed a new Municipal Demarcation Board, which starts operating today, to administer various municipal functions in the country. Spokesperson for the Department of Provincial and Local Government Xolani Xundu explained the body was an independent structure, deriving its functions from the Constitution, the Municipal Demarcation Act and the Local Government: Municipal Structures Act of 1998.

Health Minister Manto Tshabalala-Msimang says her department is working hard to implement the Comprehensive Plan for Management, Care and Treatment of HIV and Aid and that the identification of a service point in all 53 health districts in the country was central to the plan.
