municipal democracy Local government practitioners and municipal policymakers began preparing for the forthcoming municipal elections, likely to be held between December 2005 and March 2006, at the Local Government Elections Preparatory conference in Johannesburg. Provincial and local government minister Sydney Mufamadi called on delegates to revive "the kind of activism that will nudge our democracy into a higher trajectory".

improve billing systems' Local government needs to develop a proper billing system, which will enable it to sustain itself whilst still meeting its mandate of basic service provision, according to Local Government Department Advisor Peter Vaz who was speaking at the Institute of Municipal Finance Officers held in Durban.
