Urban development is affected by and affects local conditions of stability and safety. The scale, population concentration, and inequalities of modern cities makes them vulnerable as potential sites of social exclusion, unsafety and unrest. Studies in this area seek to enhance effective, reflective and inclusive approaches to urban governance that promote stability.

This report analyses the existing structures (institutions, actors and networks) pertaining to youth development at municipal level in South Africa, examines the political and legal framework conditions and relevant ongoing processes in the City of Johannesburg Metropolitan Municipality, Nelson Mandela Bay Metropolitan Municipality and Buffalo City, and puts forward a number of recommendations based on the analysis.
